IPI seriously criticized NATO for bombarding media
in FRY
April 28, 1999
Vienna, April 28th (Tanjug) -
International Press Institute (IPI) most
severely condemned NATO bombarding
of media in FR Yugoslavia
" Identifying media as legitimate targets in
the war, NATO endangered security of all
journalists reporting from critical regions
throughout the world. The status of
journalists as civilians not participating in
fights, is endangered now", it is said in
the letter which IPI, whose head-quarter
is in Vienna, sent to NATO Secretary
General Javier Solana.
"If history could teach us something, then
it is the fact that opposite opinions could never be silenced. If there is
a wish of listeners, an
informative channel will be always found and the message will have even
stronger echo", it is
said in the letter.
IPI emphasized that this attack on media in FRY will have consequences out
of the borders of
that state as well. All states members of NATO are signatories of the UN
Charter on human
rights in which it is clearly written that "everybody has right to freedom
of thoughts and
speech", it is said in the letter.
"This also applies to opinions and views which are opposite to ours", it
was stated in the letter
signed by IPI president Johan Fritz.

Open letter of Greek Minister of Justice to EU
ministers
April 28, 1999
Athens, April 17th 1999.
(Tanjug) "I am sure that in
European nations will take
their destiny in their own
hands in next few years, and
that means that international
court will start to work again,
as it did in Nurnberg, which
tried Nazi. According to that
violence and criminal acts
which are presently taken
against people of a sovereign
nation are these which never obsolete, I unreservedly trust that
punishment that they deserve will reach criminals." said Evangelos
Janopulos, Greek Minister of Justice, in open letter which he,
condemning NATO aggression on Yugoslavia, addressed to his
colleagues in countries of European Union.
One of the most prominent senior Greek politicians, member of many
leftist governments, leader of Panhelenic Socialist Movement, and a
person of undoubted respect in European socialist bloc, also
separately addressed ministers of internal affairs and justice of
Germany, Otto Schilli, and Hertha Doybler-Gmelin asking them to visit
Athens where they should agree on common standpoint and on future
actions relating to obvious breaking of international laws and crimes
against humanity that NATO performs bombing Yugoslavia.
In the letter titled "Gangster US action", published by "Elephterotipia",
minister Janopulos present analysis all aspects of aggression and
regional crisis caused by it, as well as its outcome - inadmissible and
completely open abrogation of international law and order.
He also asks ministers of justice European Union countries: "How can
we explain, on basis of international law, that a sovereign country and
its innocent population were attacked?" He also says: "Bombs were
ruining public buildings, hospitals, industrial facilities, cultural
treasure, killing people. It is, to my opinion, war crime against
humanity, against peace and it cannot be excused by international
order, because it is completely opposite to these laws."
Janopulos raises a warning
question, asking which
answers could be given to
obvious breaking of:
- UN Charter, brought in 1945.
- UN Declaration on Human
Rights, brought in 1948.
- International Convention
on Human Rights, brought in
Rome, 1950.
- Principal Act of Organization of European Security and Cooperation
- Final Act brought in Helsinki, 1975, which was outcome of work of 35
peace movements from European countries, USA and Canada, and, on
this basis, ten principles adopted in UN Charter:
- Equal respect to sovereign rights of all countries
- Restraint to threat by force or use force
- Inviolability of borders
- Territorial integrity of countries
- Peaceful settlement of international conflicts
- non interference in internal disputes
- respect of human rights and rights on freedom
- international cooperation
- equality of countries and rights of self-determination
- fulfillment of international obligations according to international
law
By bombing of Yugoslavia these principles were, it is stressed,
practically suspended.
Minister Janopulos also said, reminding of Kosovo developments, that
President of US and NATO had been calling members of so-called KLA
(Kosovo Liberation Army) "terrorists" not so long time ago.
Greek minister also said:
"On February 23rd 1998. Mr.
Clinton said that he thought
that Mr. Milosevic is the
most suitable person to
govern Yugoslavia, and that
Mr. Ibrahim Rugova was
internationally recognized
leader of Kosovo Albanians.
It is surprising that from
1999. on they consider
co-called KLA as liberation
army of Kosovo, and Mr. Rugova as persona non grata because he, for
benefit of his country, cooperates with Mr. Milosevic."
Janopulos also notice that Greek people gives full support to all steps
taken by Greek Prime Minister Costas Simitis and members of the
governement to stop the aggression and solve recent regional
problems peaceful way.
Referring to the brightest moments in Greek history Evangelos
Janopulos, completely conscious of responsibilities that PASOK
government has towards Greeks, fatherland and it's own duties, and
with aim to stop further escalation of violence and punish those who
did criminal acts, informs his European colleagues that Greek
commission for defense of peace at Balkan will be created at soon as
possible, and it will consist of representatives of Greek Church,
University, Academy of Sciences and the most prominent intellectuals.
