took place in amsterdam, march 12-14, during n5m-3 event, before the war

(THE UN-LAUNCHED) INTERFUND


· In the recent past there were a couple of events looking at the
independent media initiatives which emerged as responses to the local needs
of independent media practitioners.

· Lots has been done to improve the climate and environment for production.
 There is much that needs to be sustained and also we wish to support new,
small scale projects that have yet-to-be developed which are necessary for
the constant enrichment of the network and its activities.

· The interfund does not exist yet, and it will stay a tool in progress.
Its constitution will reflect a desire to constantly review activities as
the organisation and its context changes.

· It is not about imposing a framework but responding to the needs of
existing projects.

· The interfund will focus on small-scale media initiatives and the
projects of individuals. 

· The interfund is aware that very small amounts of help or money can make
the difference to a project happening or not.

·  Larger scale institutions and initiatives such as ECB, will be seen as
allies, but we feel that while they intersect with  "grassroots" activity
they are not always best placed and well set-up to support small-scale
activity and newcomers..

· The interfund will provide a voice for those that work on this micro-scale.

· It is based on the existing, informal networks and networking activities.
  However, some increased stucture is necessary to raise the visibility of
the network to those currently outside, to maximise the sharing of
resources and to constantly re-assess and respond to needs.

· The interfund intends that all receivers of help will also donate support
by whatever means is available to them.

· It will not be a new institution, but a structure with the advantages of
an institution.  This structure will be accessible and usable by all
individuals.  The interfund will have a structure of governance and
decision making that is transparent and shared between the people that
donate and benefit.

· The interfund is s structure for self-help. The interfund is an
initiative of  practitioners and intends that it will always be able to
react quickly to requests and ideas without unnecessary bureaucracy. 

· Interfund is collaborating with and inspired by other distributed
projects eg.  Xchange, RTMark, Orang, CTA, Irational, and others.
