this is a similair dilemma to the one we had when we started to organise net.congestion <http://net.congestion.org> last year. 
i think the funding options available to you are largely dependent on:
a) where you are
b) where the project is going to be staged
c) what kind of organisation will be doing the applying
as with many projects of this nature, we ended up sourcing our funding from multiple sources - most of them within the netherlands, where the project was based. the main sponsors and supporters for net.congestion (as listed on the website) were:
